Analysis and Measures for Improvement for Effective Settlement of Gender-based Analysis System

In December 2002, Korean government revised the Basic Women's Development Act and prepared legal basis on Clause 1, Art. 10 (analysis/evaluation of the policy). The government has supported gender-based analysis for various areas with the initiative of Ministry of Gender Equality and Family. Gender-based analysis is used for assessing the differentiated effect of key policies on men and women and using the gathered data to improve the quality of public policies, in particular gender equality. The gender-based analysis system has spread quickly to many administrative organizations at various levels and has been used by a total of 187 organizations in completing 314 tasks in 2006.
In order to enhance the settlement of gender-based analysis system, a comprehensive analysis has been performed under this research with 10 cases of gender-based analyses conducted in 2004. Analyses from 2004 were chosen as a sample in order to take analysis from the beginning year of the system implementation. In addition, we concluded that there was enough time for policy improvement through reflecting the results. Following factors were assessed by using comprehensive analysis: Fit of policies on analysis target chosen by the research, perspective where the problem is observed from, and validity of data collection and analysis method. Ultimately, this study attempts to review possibilities for policy change and improvement in order for gender-based analysis system to settle in Korea with enhanced practicality. 
In order for gender-based analysis system to settle in successfully, a systematic establishment of obligatory device and practical support is necessary. Central government and local authorities should foremost prepare a legal basis with stricter obligation for gender-based analysis. Intention and support of high-ranked policy decision maker regarding gender-based analysis is critical in forming active, friendly environment. Offices for gender equality should be established for administrative organizations at various levels and a device for information exchange and cooperation between organizations and regions should be prepared. 
Strengthening a link between budget for gender perception and gender-based analysis is an urgent issue. Index and evaluation tool for integrating gender-based analysis with gender perception budget should be developed and guidelines for similar purposes should be compiled. Result of gender-based analysis should be reflected on outcome index while auditing for gender perception budget should be strengthened when auditing begins and ends at the National Assembly and when   laws change. Moreover, an education program based on gender-based analysis and gender perception budget should be provided for the public officials to develop their ability for gender perception and gender analysis. Monitoring training program designed for civil organizations and women's organizations is another important issue. Simultaneously, statistics based on gender perception should be calculated while publicizing research results on different cases to gain support for the meaning of, and methods used for, gender-based analysis. Women's Policy Research Conference should be more actively utilized to maximize the effect of gender-based analysis. Finally, gender-based analysis should become mandatory for all the key policies and long-term plans of Korea.
In order to carry out all the suggestions mentioned above effectively, teams from Ministry of Gender Equality and Family dealing with gender-based analysis should be able to exercise extended level of rights and authority. Function of office in Ministry of Gender Equality and Family, which is responsible for gender-based analysis, should be enlarged to national level or to departmental level, at least. Human and physical resources should be strengthened for the office in charge of gender-based analysis system to better function as a catalyst for accelerating evaluation process of other organizations. In addition, Ministry of Gender Equality and Family should grant rights and sufficient budget for the office to select excellent cases of gender-based analysis, and provide incentives for quality gender-based analysis. Ministry of Gender Equality and Family should not simply leave decisions on task selection and member selection for research teams to the office but should actively participate in those processes.
