Gender Impact Assessment and its Development by Local Governments

This paper is designed to identify the situation and issues of gender impact assessment projects promoted and operated by metropolitan and lower-level local governments, and thereby devise the plans to raise the effectiveness thereof.    
The status of the gender impact assessment projects was studied through related literatures, surveys of public officials, and interviews with professionals/public officials. Based on overseas case studies, surveys, and interviews, this research provided the following schemes to enhance the gender impact assessment system:  
For the efficient operation thereof, local governments should give top priority to the establishment of the legal framework & implementation system, and professional support. More specifically, the improvement in assessment indicators and project selection was asked for, along with the development of guidelines and financial aid. For the enhancement of the assessment system, roles by entities (central administrative agencies, metropolitan/lower-level local governments, experts, NGOs, etc.) were also presented, calling for a reinforced partnership among them as a feasible scheme to activate the evaluation system.
