The United Nations (UN) adopted gender mainstreaming as a new strategic paradigm for women policies and led each government to apply gender impact assessment and gender responsive budget in policy-making at its 4th World Conference on Women in Beijing (1995). The Republic of Korea has chosen gender mainstreaming as its key strategy for women policies since the late 1990s. However, it failed to devise appropriate action plans before the legal framework for gender sensitive statistics was established through the revision of the basic law for the prosperity of women in 2002, and the gender responsive budget was prescribed in the 2006 Korean National Fiscal Act.
