The Results and Future Tasks of Gender Impact Assessment in Gyeonggi-do

Gender impact assessment is a system that promotes the development and execution of gender?equal policies by analyzing and assessing the characteristics of men and women and factors such as socioeconomic gaps in policy processes. Gyeonggi?do started gender impact assessment for 8 tasks in 2005, and since then, the province has executed gender impact assessment for a total of 628 policies including 10 in 2006, 102 in 2007, 291 in 2008, and 217 in 2009. This number is 13.9% of the total number of policies that have gone through gender impact assessment in Korea for the last 5 years.
This study was conducted with the object of evaluating the results of gender impact assessment and deriving future tasks by analyzing the performance of gender impact assessment in Gyeonggi?do and 31 cities and towns in the province during the period from 2005 to 2009. For this purpose, first, we analyzed the current state of the gender mainstreaming policy promotion system in Gyeonggi?do. Second, we analyzed trends in projects under gender impact assessment executed by Gyeonggi?do during the last 5 years. Third, we identified exemplary cases of gender?sensitive improvement and feedback in policies through gender impact assessment in Gyeonggi?do for the last 5 years. Fourth, we analyzed the current state and results of gender?sensitive education by the subjects of gender mainstreaming in Gyeonggi?do for the last 5 years. Fifth, we analyzed exemplary cases of gender governance establishment and their achievements in Gyeonggi?do. The gender mainstreaming execution network in Gyeonggi?do comprises 12 members including gender specialists, local NGO activists, local council members, journalists and civil servants. Fifth, based on the analyses above, we derived future tasks for improving gender impact assessment. In addition, we suggested plans to improve gender impact assessment, focusing on improvement in policies subject to gender impact assessment, evaluation and improvement of policy feedback, improvement in gender?sensitive education by the subjects of gender mainstreaming, and improvement in the gender impact assessment promotion system (strengthening gender governance).
