Gender Impact Assessment and Its Development: A Case Study of Daejeon

Since 2005, Gender Impact Assessment (GIA) was adopted and spreaded out not only metropolitan governments but also lower-level local government cities. This study is designed to find how GIA has been developed and promoted at local level government by examining a case of Daejeon metropolitan city. This study presents that, in 2005, just 4 GIA projects accomplished but, in 2009, 141 projects were delivered, and 1,141 local government officials participated in GIA project education programs and diverse Gender-Mainstreaming workshops. According to the official Daejeon GIA project reports, project selection has become diverse in terms of subjects and budget size. The quality of individual GIA project reports improved, but it still needs more effort in making effective feedbacks and actual policy changes. Through the RGPN(Regional Gender-Mainstreaming Practice Network) and interviews with local government officials and gender expert groups, following ideas are suggested: (a) more actual incentives should be planned to encourage lower-level government officials in running GIA projects, (b) gender governance, such as RGPN, needs to be systematic and invigorated, (c) more GIA consultants should be trained at local level and they are to provide professional help to officials in doing GIA projects, (d) GIA data bank and GIA information support system should be established.
