The Study aims to: 1) analyze if increasing the demand by the marketized strategies such as a voucher policy in social service sector 2) clarify the career paths of care workers how to choose the care work and the reasons why they should enter in care works 3) find out what kind of the employment supporting services social service providers provided for care workers and how the relationships between social workers and service providers have been going 4) figure out lessons for Korea by analyzing the relationships between care workers and service providers in France and England, 5) develop policy agenda to increase the employment in a social service sector.

The study results in: 1) most of service providers are small scaled enterprises. 50% of provider has workers at the Manager level less than three 2) they didn't provide specialized service for care workers they hired 3) the women care workers might prefer their works to any other jobs they can 4) it is necessary to develop care works as a stable job status.

The ultimate goal and policy agenda to invigorate the employment and to improve for the employment supporting systems are as follows. First, the government should phase in “Fee Slide Scale System” system to enlarge social service market. Second, government should phase in “Tax Return System” for social service users such as a care worker for children. Third, government should develop the certification systems which government could qualifies the service provider. Fourth, government should lead private and non-private organization as a service provider in a social service sector. Fifth, government should establish the national qualification system toward social care workers such as a certified care worker. Sixth, government should establish “Social Service Network” providing total services informations related to social care works.
