The Status and Supervision Plans for the Human Resources of Home Based Child Care

The rapid changes that have occurred within modern society have resulted in issues related to the family and childcare becoming of crucial importance not only within Korean society, but also within the wider global community. In addition, interest in issues pertaining to childcare and the education of young children, such as those associated with related policy measures and institutions, as well as those involved in these particular fields, has also grown as a result of factors such as increased women’s participation in social activities and a low childbirth rate.
This study analyzes the current state of childcare providers and the related management plans amidst this rapidly changing modern society. Despite the necessity and importance of such studies, there is currently a lack of studies and research that have been conducted on the matter of Korean society’s interest in childcare providers. Of special interest has been the fact that ill-advised administrative and financial support, as well as the institutionalization of such measures at the policy-making and institutional levels, has resulted in lowering the morale of those engaged in this particular field; a phenomenon which has in turn led to the rise of numerous social issues. Previous analyses of media-related materials, childcare providers, and those engaged in childcare services, have shown that these entities tend to share this perception of the childcare field. 
Many advanced countries have gradually stabilized their childcare-related legal and institutional mechanisms and support measures. The governments and societies of Asian countries such as Japan and Taiwan have shown a high degree of interest in childcare services, and their related policy measures and institutions have tended to be well prepared. The characteristics exhibited by these countries can also be regarded as having been influenced by Asian-style thinking and Confucian traditions.
Korean society has recently shown a high degree of interest in childcare services. There has been a general move away from family-centered traditional childcare services towards modern-style childcare services. The most important matter during this transitional period is that of putting in place legal and institutional mechanism for these childcare providers. In other words, the activities and competencies of childcare service providers can be improved through consistent childcare-related policy measures arrived at via the formalization of various related fields. In this regard, the quality of childcare services can ultimately be heightened through such procedures. It is especially important that a qualification system which can be used to accredit the competencies of childcare service providers be established, and that a related human resources management system be put in place.
