The New Government's Vision for Women's Policy and Strategic Missions

The newly inaugurated government is expected to present up-to-date vision and goals of women's policies amid the rapidly changing policy environment. In this research, we aim at putting forward new vision, goals and strategies for women's policies so that the new government can secure people's support for the policies.
The vision is set as 'realization of an advanced country through gender equality.' The policy goals to materialize this vision are implementation of life stage comprehensive women's policies, enhancement of women's policies' contribution to social advancement, and establishment of the value of gender equality as a national standard. Under these policy goals,  ten strategic projects have been selected as follows.


1) Expansion of women's jobs and improvement of their employment
  ① Institutionalization of women's jobs in the informal sector
  ② Increase in women's participation in business service area
  ③ Increase in aged women's jobs
2) Support for reemployment of women with career interruption
  ① Modification in the functions of women's job training institutions
  ② Assistance for training fees
3) Support for compatibility of work and family for working parents
  ① Socialization of salaries during maternity leave and parental leave and increase in salaries
  ② Reduction of working hours during child rearing period and promotion of part-time parental leave
  ③ Flexible working hours and working patterns
  ④ Establishment and operation of the Foundation for Compatibility of Job and Family (tentative title)
  ⑤ Enhancement of after-school child care services
  ⑥ Active publicity for men's child care leave
4) Establishment of a system to prevent sexual violence against children
  ① Sexual violence prevention system on the local community level
  ② Establishment of sexual violence prevention system at schools
5) Promotion of safe local environment for women
  ① Introduction of a certification system for safe local environment for women
  ② Operation of a committee for women's safety under the Prime Minister's Office
6) Enlargement of women's rights to pension benefits
  ① Expansion of the basic old-age pension, which is currently selective, to a universal pension to guarantee women's actual rights to pension benefits 
  ② Increase in the payment level of basic old-age pension (basic pension)
  ③ Reduction of the number of people excluded from the national pension and consideration for contribution assistance
  ④ Expansion of the pension credit system
7) Establishment of the basis for promotion of health for women with health vulnerability
  ① Establishment of the basis for promotion of women's health through public health centers
  ② Establishment of healthcare system for women working in informal service sector
8) Enhanced support for child care for disadvantaged families
  ① Revision of the single-parent family support act to enhance child care support for disadvantaged families
  ② Stipulation of the protection of children's rights in the law and development of legal measures to strengthen the responsibilities of parents and the society for children
  ③ Development of comprehensive assistance measures across the government to support children of multi-cultural families currently at a crisis
  ④ Campaigns for social responsibility on child care and responsibility sharing between two genders
9) Amendment of constitution with the perspective of gender equality
  ① Addition of gender equality clauses in the equality rights
  ② Addition of clauses for affirmative action
  ③ Integration of individual clauses on gender equality rights for women within gender equality rights clauses
  ④ Change from maternity protection to the protection of maternity rights
10) Systematization of national gender equality management
  ① Operation of the National Center for Gender Equality Index Development and Management (tentative title)
  ② Reinforcement of women's policy function by elevating the status of the Minister of Gender Equality to the Deputy Prime Minister
  ③ Enhancement of the organization of Ministry of Gender Equality: Creation of the Gender Equality Management Bureau
