Policy Study to improve “Job Creation Policy” in the Social Service Sector III

This study aims to: 1) clarify the relationship between the concept or necessity of institutionalizing jobs in the social service sector and job creation for women; 2) find out lessons for Korea by analyzing the relationship between institutionalization of jobs in the social service sector and job creation for women in foreign countries; 3) figure out problems in institutionalization of jobs in the social service sector based on factual survey on care workers for children and adults; and 4) develop policy agenda to stabilize jobs in the social service sector.


The ultimate goal and policy agenda to institutionalize jobs in the social service sector are as follows. First, stable job opportunities are necessary for women in low-skilled of the working poor. Creation of continuous job opportunities for women of the poor is a practical way to obtain a social safety net to prevent them from flowing into the poor. Second, institutionalization of formal employment will improve the form, condition and income of informal employment.


Detailed policy agenda to achieve the policy goal are as follows: 


○A network for employees and employers and employment network for women are necessary for smooth supply and demand of workforce and entrance to the social service sector.

○Policy performance to adjust supply and demand of workforce for quality management of "care workers for adults” in geometric progression is required.

○The current National Qualification System for care workers should be revised.

○To increase the enrollment rate of part-time care workers in social insurance, the contribution rate to social insurance should be flexible and the actual amount of contribution should be lessened. 

○"Employment Agreement System” for individuals and family in need of care workers for the sick and children is necessary to expand private social corporations.

○A system to predict supply and demand of the social service sector in the market is required and items already approved by the market should be realized by short-term labor policies.
