A study on the way of continuing and expanding career of female assemblymen in local assembly

The purpose of this study is to examine women's political representations and find out the way of continuing and expanding career of female assemblymen in local congress. The result of the 5th local election on June second in 2010 was that female assemblymen are 21.6% out of basic local assemblymen, 14.8% out of metropolitan assembly and 2.6% out of mayors in basic self-ruling areas. These numbers are found to be increased a little, compared to 15.0% and out of basic local assemblymen, 12.0% out of metropolitan assembly, and 1.3% out of mayors in basic self-ruling areas on the 4th local election in 2006. On the other hand, 581 female member in the assembly, 80.2% out of total elected female assemblymen, are elected in the first time, and 146 female assemblymen, 18.3% out of total elected female assemblymen, are reelected.
It is assumed to take some time for female elected member in the first time to get accustomed to their schedule and activities in the assembly. Therefore, it is truly loss of the career of female assemblymen in the first time. Higher reelected times of female member in the assembly, more times they are found to be nominated as a chairperson and committee chairperson. As a result, it is very critical to continue and expand the career of female member in the local assembly under the circumstances of having many agenda resolved in the future to have local politics smeared in our life politics.
To overcome the obstacles above, we have three agenda. Firstly, this study proposes ⓛ introduction of rationing 30% of public nominations for female in the local basic assembly in the perspective of institutional system, ② expansion of proportional representation and transition to election in the middle and large based area and ③ permission of small-fund raising activities for local assemblymen. Secondly, we have agenda to manage gender-equal nomination system. ⓛ Rationing of 50% of male assemblymen in standing committees for women, in order to make gender-sensitive activities more actively in the local basic assembly, ② nomination of specific electorate district only for female in each political party, ③ a standard manual for evaluation of public nomination and ④ guarantee for renomination for excellent female members in the local assembly. Thirdly, efforts for discovering female candidates and raising them at the level of political level are needed. In order to do, we need ⓛ introduction of rationing of nominations for female chairman and chairman for standing committees, ② introduction of rationing female for having main positions in each party, ③ building up a system in which female politicians could be discovered and raised, ④ establishing a professional system for supporting education set for female candidates at the level of political party and ⑤ management for supporting programs in which female candidates can establish and actively act in their own electorate district.
