A Study on the Development of Indicators for Women with Disabilities

This study aims to make policy to develop and encourage indicators for women with disabilities which exhibit the status of their living conditions and social status. To achieve this purpose, this study examines issues by a life cycle as well as the definition of disabilities and leading studies about social and economical status of women with disabilities. Futhermore, this study analyzes the status of indicators for women with disabilities inside and outside of the country and the condition of  disability statistics. According to the analysis, this study develops the indicator system for women with disabilities and selects detailed indicators by the result from a survey for specialists. The main results are as follows.
1.While indicators for women with disabilities are not developed in Korea, they have been developing in the United States, Canada, and German.
2.Indicators for women with disabilities outside of country are produced in a possible form to compare in four groups which are consisted of women with disabilities, men with disabilities, women without disabilities and men without disabilities.
3.The United States and the United Kingdom conduct a survey to ask a respondent's condition of disabilities and gender in the Labor Force Survey and the Social Survey on a nationwide scale. Therefore, the economic state and social consciousness are possible to compare in four groups from the same data source.
4.Based on the survey for specialists, this study develops indicators for women with disabilities which are possible to compare the social and economical status of women with disabilities to those of men with disabilities, women without disabilities and men without disabilities.
5.Based on the micro data of the Social Survey in 2009 by Statistics Korea, our researchers examined whether we apply the newly developed indicators for women with disabilities to practice or not. As a result, the statistical significant is outcome. For instance, based on the analysis of the micro data of the Social Survey in 2009 by Statistics Korea, women with disabilities in Korea evaluate themselves as the most unhealthy group comparing to men with disabilities, women without disabilities and men without disabilities.
Based on the main results of this study mentioned above, this study suggests the ways to improve policy to encourage indicators for women with disabilities and disability statistics.
1.The policy of disability statistics in Korea should aim to‘One Source for Four Groups.'
2.Gender and the condition of disabilities are included in every survey of approved statistics in Korea including statistics in the field of society. To achieve this goal, the Statistics Act should be revised.
3.The Survey of Economically Active Population and the Social Survey by Statistics Korea should add a question asking the condition of disabilities, so that  a comparative study for the status of economic activity and social consciousness among women and men with or without disabilities should be directly made.
4.In addition, the research of actual condition for women with disabilities who are highly professional and educated or live alone should be surveyed to encourage indicators for women with disabilities.
5.Indicators for women with disabilities should be built in the Gender Statistics Information System at Korean Women's Development Institute and constantly managed to raise the practical use.
6.The technical and political support should be examined and applied to raise the web accessibility for women with disabilities to the indicators for women with disabilities built in the Gender Statistics Information System at Korean Women's Development Institute.
