Ways to Link the In-depth Evaluation System and the Gender Budgeting System ()

This study is a third year study on the linkage between the In-depth Evaluation System and the Gender Budgeting System. The former was introduced in 2018 in a bid to strengthen the performance management of major fiscal projects. The system aims to review various data related to projects (differences by region, by age, by company scale, by income class, and others) and suggest directions for redesigning project structures based on the findings. This study was initiated to propose that gender differences should also be included in various data which is up for review by the In-depth Evaluation System. Under these goals, studies over the past two years have focused on identifying needs and specific examples.

However, as the government's budgeting direction changed to “improving the efficiency of fiscal expenditure through strong expenditure restructuring,” the focus of the fiscal project evaluation system was also shifted to expenditure efficiency, and in this context, In-depth Evaluation System was reorganized into an evaluation system that puts emphasis on expenditure restructuring in 2021. Against this backdrop, this year's study emphasized the impact and implications of the efficiency of fiscal expenditure on the Gender Budgeting System.

In general, the problem of gender inequality deteriorates during an economic crisis where the government's fiscal conditions get poor. These negative gender effects continue for a relatively long time and also appear in the process of policy operation designed to overcome the crisis. The Gender Budgeting System should be able to play a role that makes palpable among people the problem of gender inequality. This study investigated the effect of the current government's direction of efficient fiscal expenditure on gender-sensitive budget projects and gender equality budget.

 

First, when it comes to the impact on gender equality projects, the characteristics of them would not be reflected into direct-purpose projects conceived for gender equality, if they were evaluated on the basis of the indicators of the current fiscal projects evaluation. Thus, it leaves negative impact on evaluation. Therefore, it is necessary to switch to the form of 'thematic' evaluation, a system reserved for evaluating disaster safety projects or balanced development ones. From this point of view, this study proposed a draft of integration where the gender budgeting and closing project performance evaluation system, currently in place, is included in an 'integrated evaluation system for fiscal projects'.

 

Next, regarding the impact on the gender equality budget, the Delphi survey conducted on experts found that it is worrisome that gender equality budget in the face of the current financial conditions could be cut. Therefore, in order to properly secure budget amounts for gender equality, it is necessary to clearly define the nature of gender equality budget projects and to organize the budget that prioritizes core projects that can present project results. In addition, since the scale of the gender equality budget is absolutely small, a strategic approach is also needed to secure the budget. In this context, this study suggested that the cooperative budget between ministries can be a strategic approach for securing a budget for gender equality. The cooperative budget is carried out in a way that related ministries and agencies jointly plan and operate budget projects, and has been gradually accepted since it was first introduced in the budgeting process for the year 2021. This study proposed a draft of a collaborative budget on women's violence, one of the major gender equality issues. Recently, violence and crimes against women have been on the rise, together with the diversification of their patterns, policy demand for the draft is increasing. In addition, despite rapid responses of different ministries and agencies, there are places that fall through the cracks. To address this issue, a cooperative system between the government organizations needs to be established. In this vein, this study proposed a collaborative budget in which the Ministry of Gender Equality and Family, the Ministry of Justice, the National Police Agency, the Ministry of Education, and the Ministry of Culture, Sports and Tourism, among others, participate. Through research over the past three years, this study suggested that gender-sensitive perspectives need to be applied to the government's fiscal management system, including the evaluation system. It is anticipated that these research findings work for the gender-sensitive perspective to be applied to the government's fiscal management system.
